The cannabis experiment is finally really getting started. From that day on, the coffee shops in the ten participating municipalities, including Breda, will only be allowed to sell regulated and government-controlled cannabis and hashish. Following the documentary 'Legale Wiet' by Frans Bromet, there is a debate on the legalisation of cannabis with local coffee shop owners. In the documentary, the future of the experiment was still uncertain, but now the start date is approaching. They will be discussing with Mayor Paul Depla, Margriet van der Wal, chairwoman of the Association of Active Breda Coffee Shop Entrepreneurs, and documentary maker Frans Bromet. The public is also warmly invited to participate in the discussion: can we truly say goodbye to the half-hearted tolerance policy? 

About the documentary 'Legale Wiet I &amp; II' In the two-part KRO-NCRV 2Doc: Legale Wiet, Frans Bromet follows several cannabis growers who have signed up for the government’s cannabis experiment. Currently, a tolerance policy applies in the Netherlands for the sale of soft drugs. Coffee shops are allowed to sell cannabis, but they cannot cultivate or supply it themselves. The purchasing of cannabis currently takes place 'through the back door'. Soft drugs that they legally sell are purchased illegally. In early 2017, the 'Closed Coffee Shop Chain Act' was passed in the House of Representatives. This law aims to regulate the cultivation and use of cannabis and improve the quality and safety of the product. Preparations for the cannabis experiment began in 2019. However, the actual start took a long time to materialise.&nbsp; 

The selection In the first part of the two-part Legale Wiet, Frans Bromet follows cannabis growers John and Project C, who have signed up for the cannabis experiment. John's cannabis cultivation started as a hobby and became a serious business over the years. He supplied coffee shops and registered his growing activities with the authorities. A total of seven police raids followed, and a judicial pardon: John was found guilty and received a criminal record. Is he still allowed to participate in the cannabis trial? 
The entrepreneurs' collective Project C consists of a general practitioner, a greenhouse builder, a politician, and a lawyer. The collective has no experience with cannabis cultivation, but sees legal cannabis cultivation as a good business model. The purchase of an empty greenhouse complex faces resistance from local residents and the municipal government. 

The first legal cannabis growers Ten growers were designated through a lottery as the first legal cannabis growers for an experiment that was set to last four years. In Legale Wiet 2, Bromet follows three cannabis growers as they establish their cannabis farms: Fred van de Wiel, John, and Ines with Jetze de Raad and Michael. These are large businesses where a lot of money is spent to make the necessary cannabis production possible. However, the actual experiment has still not been fully rolled out. Only in a few cities is legal cannabis gradually making its way into the coffee shops. 
The biggest problems that growers and sellers face are supply issues and the complexity of the tracking system. Every movement of the cannabis must be recorded. And with a failing computer system, this becomes nearly impossible. The future of the experiment remains highly unpredictable, still four years after the announcement.
